上海交大高教所成立于1985年，当时高教所的定位很明确，主要为学校的教育改革与发展服务，同时进行基础理论研究。从1985至1999年间，高教所属于学校的事业单位，享受学校机关待遇。在宓洽群研究员和陶爱珠教授等前任所领导和学科带头人的努力下，高教所成为学校改革与发展的重要咨询机构。经过十几年的努力，高教所在高等学校管理研究方面取得了一定成绩。
